The 29-year-old has been capped by the Red Roses four times since her international debut in 2025 and scored three tries in eight appearances for her club in the PWR this season.
“Her pace, athleticism and defensive qualities make her a real asset to our squad,” said the club’s head of rugby Dan Murphy.
“We’re excited to see her back on the pitch and continue to make an impact in a Gloucester-Hartpury shirt.”
Shekells is the latest in a list of internationals who have re-signed with Gloucester-Hartpury for the next campaign, including England team-mates Mia Venner, Maud Muir, Emma Sing and Alex Matthews.
